Harold E. Doley, III

 

Harold E. Doley, III is Co-Founder and Managing Principal of The Lugano Group Incorporated, an international investment advisory firm established in 1995. 

 

Based in  New Orleans and New York City, the company focuses on financial opportunities and capital markets development in emerging and frontier markets with a concentration on Africa and the Caribbean Basin.  

 

An international, multi-lingual financier and business developer with 30 years of experience, Mr. Doley has provided strategic counsel to private and public sector clients across a range of sectors. He has been an advisor to the Governments of Belize, Republic of Congo, and Grenada; the Central Bank of Barbados; Angola’s Capital Markets Commission; Nigerian Investment Promotion Commission; Empire State Development Corporation   (New York); former Lieutenant Governor of Louisiana; City of New Orleans; and U.S.– Angola Chamber of Commerce as well as stock exchanges in Jamaica, Trinidad and Tobago, and Zambia.  Mr. Doley actively works with corporations on capital formation and financial structuring.

He has served on the board of a healthcare company in Democratic Republic of the Congo and a South African digital communications corporation.

 

A veteran of the securities sector, Mr. Doley holds various licenses including General Securities Principal (FINRA Series 24). 

President George W. Bush appointed Mr. Doley to the board of directors at the US $158.9 billion (June 2020) Federal Home Loan Bank of New York (FHLBNY) for a term from 2003 – 2006.

 

A member of the Congressionally chartered Federal Home Loan Bank System, FHLBNY assists lenders in New Jersey, New York, Puerto Rico, and the US Virgin Islands for advancing housing and community growth.

Mr. Doley has been a political advisor to former New York Governor George E. Pataki and previous New York City Mayor Michael R. Bloomberg.

As a director of non-profit Fondazione Solares Suisse, Mr. Doley worked with the Vatican on an unprecedented partnership for the documentary production of Pope Francis: A Man of His Word (2018).

 

Since 2005, he has been a Financial Sector Advisor to the Business Council for International Understanding (BCIU), a non-profit organization founded in 1955 by President Dwight D. Eisenhower consisting of Fortune 1,000 and other prominent companies.  

 

Among his volunteerism, Mr. Doley has served as a board member at World Trade Center of New Orleans (first member of World Trade Centers Association); WYES – TV (New Orleans’ Public Broadcasting Service affiliate); and American Friends of Kwara State University (Nigeria).

Mr. Doley graduated from Columbia University with a bachelor’s degree in Political Science and spent a year as a visiting student at New College, Oxford University. He earned his MPA in Industrial and Labor Relations at Cornell University. 

 

The Lugano Group is an eponym for the city where Mr. Doley attended secondary school, marking the beginning of almost four decades of living, studying, and working on three continents – North America, Europe, and Africa.
