Professor  Moon (Ph.D.  University of Washington) is Professor Emeritus at Seoul National University and Chairperson of the Institute for Policy and  Strategy on National Competitiveness (IPSNC). 

He  is also Consultant to United Nations Conference on Trade and  Development (UNCTAD) and Honorary Ambassador of Foreign Investment  Promotion for South Korea. He has taught as fulltime or invited  professor at University of Washington, University of the Pacific, State  University of New York at Stony Brook, Helsinki School of Economics,  Keio University, and Stanford University.

Professor Hwy-Chang Moon (文輝昌 ) is also Consulting Scholar to the Taylor Institute, Franklin University Switzerland.
